Caller Expectations

Access Control
Mutineer supports access levels from 0 through 9. Level 0 is banned, level 1 is normal new-user access, and level 9 is the sysop.
Board Health
A listed board should reach HIT <RETURN>, allow login or registration, return from module changes, and survive caller reconnect tests.
